Set the game to run as Administrator and disabled full screen optimization. Also no matter what when I enable DLSS with RTX it was instant 100% CPU in task manager. I was getting way better frames with RTX off but it would make my cpu usage high (guessing a bottle neck). I’m no whiz with this stuff but it seems to have helped a lot. I had similar issues with warzone and repeated the same steps for this game. Task Manger was showing my CPU was at 85-100 and my GPU was at 10-15 if that. Ran Hitman 2 last night at 85fps+ on ultra at 1440p and this game looks cooked at 40fps. I saw the texture setting once and set it to low and since then it has disappeared. I've reinstalled it and its the same garbage. GPU also doesn't run nearly close to the temp it usually hits when running any other game at full load so it definitely isn't using the GPU correctly. My GPU is only on 10-20% usage when in game and this is going to be why i get very low frames and the game looks like it's half loaded. Had a friend with 16GB RAM, 36 screenshot medium to high settings at 1080p at 134fps so something is wrong. I've updated drivers to latest version and I get and average of 50fps on low preset, 40fps on medium preset, 30fps on high preset all at 1440p and the game looks like Outer Worlds on low settings, looks terrible. I've the new AMD 5800x and a GTX1080 (waiting for 3080 when they exist to purchase) 32GB of 3200mhz RAM and game is installed on nvme m.2.
